May 2022 School Board Meeting Minutes

MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD MAY 19, 2022

The regular meeting of the Board of Education of Carbondale Community High School District 165 was held in the Cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, May 19, 2022, at 6:00 p.m.

Upon roll call, the following members were present:

President Sabens declared a quorum present and the regular meeting of May 19, 2022, was called to order.

Approval of Minutes: Motion by Swims, seconded by Flowers, to approve the minutes of the regular meeting of April 22, 2022. Roll call: Flowers, Galan, Pohlman, Sabens, Swims, Tsung and VanWinkle voted yes. Nay, none. Motion carried.

Old Business—None

Public Comments: Karen Knodt announced that the Southern Illinois African American Museum will have a calendar of events celebrating Juneteenth.

FOIA Requests: The Board received a listing of the 2021-22 FOIA requests received to date in their Board packet.

2022 CCHSEA Teacher of the Year: The CCHS Education Association selected Dr. Justin Dennis as the 2022 CCHSEA Teacher of the Year. President Sabens asked Mr. Booth to congratulate Dr. Dennis on behalf of the Board.

Payment of Bills: Motion by Swims, seconded by Tsung, to pay the remaining bills for the month of April 2022; and, those available for payment for the month of May 2022. Roll call: Galan, Pohlman, Sabens, Swims, Tsung, VanWinkle and Flowers voted yes.  Nay, none. Motion carried.

ESSER II and ESSER III Grant Expenditures Principal’s Report: The Board received an update on the ESSER II grant and ESSER III Grant expenditures in their Board packet.

Superintendent’s Report: Mr. Booth reported on the following:

COVID-19 Paid Administrative Leave Days Act signed by Governor on April 5, 2022
An employee may use COVID-19 paid administrative leave days either because the employee was restricted from being on school district property or the employee took sick leave to care for his/her/their child, who was unable to attend elementary or secondary school (Act does not allow for reinstatement of days for children that attend daycare), because the employee or the employee’s child had:

1. a confirmed positive COVID-19 diagnosis from a PCR test (or other molecular amplification diagnostic test),

2. a probable COVID-19 diagnosis via an antigen diagnostic test,

3. been in close contact with a person who has a confirmed case of COVID-19 and is required to be excluded from the school, or

4. been required by the school or school district policy to be excluded from school district property due to COVID-19 symptoms.

Employees on COVID-19 paid administrative leave will receive their regular rate of pay. Under the Act, only those employees who are fully vaccinated against COVID-19 and participate in any COVID-19 testing program adopted by the school district, to the extent participation by individuals who are fully vaccinated is required, are eligible to receive paid administrative leave days. “Fully vaccinated against COVID-19” under the statute means two weeks have passed since the final dose of the COVID-19 vaccine.  To be eligible to receive COVID-19 paid administrative leave, employees must have been fully vaccinated by May 11, 2022.

Construction Updates
HVAC updates in C, D, and gymnasium were completed over spring break.  This was a 1.2-million-dollar project that is being paid for out of ESSER II monies.

Baseball is about 99% done.  Still working on a couple punch list items but the field is being used.  Will update Board on final costs after final invoice.

Contracts have been signed for boiler work and it will begin in June. Cafeteria work began this week and will be completed in January of 2023.  Progress updates will be given to the Board periodically.

Carbondale Park District Lease Agreement
CCHS owns a random plot of land adjacent to Attucks Park. We have long-term (25 year) lease agreement with the Park District to lease the land. The long-term lease will expire on May 31, 2022, and Mr. Booth is beginning discussions with the Park District to either sell, give, or trade services with them to take over the land.  CCHS has no use for the land, and I believe it would be wise to pass it on to CPD.  We will discuss more in the coming month.

Strategic Planning
Goal action teams for each goal have begun meeting to put action plans in place for the work that will be completed towards accomplishing each goal next school year.  Each goal team has 8-10 members on it and they are meeting three times before the end of this year to make plans for next school year.  More information to come.

2021-22 Summer Enrichment Program: The Board received information regarding the 2021-22 Summer Enrichment Program in their Board packet.

2022-23 Employee Health, Dental and Vision Insurance Renewal: Motion by Swims, seconded by Pohlman, to approve the 2022-23 employee health, dental and vision insurance premium renewals from Blue Cross/Blue Shield as presented. Roll call: Pohlman, Sabens, Swims, Tsung, VanWinkle, Flowers and Galan voted yes. Nay, none. Motion carried.

Awarding of Tennis Court Resurfacing and Restriping Bid: Motion by Flowers, seconded by Pohlman, to acknowledge receipt of the bids received for tennis court resurfacing and restriping; and, to award the bid to the lowest responsible bidder, General Acrylics, of Mount Vernon, Illinois, in the amount of $69,000.00 as presented. Roll call: Sabens, Swims, Tsung, VanWinkle, Flowers, Galan and Pohlman voted yes. Nay, none. Motion carried.

Awarding of District Liability Insurance Bid: Motion by Swims, seconded by Galan, to acknowledge receipt of the bids received for district liability insurance for the next three years; and, to award the bid to the lowest responsible bidder, Illinois Counties Risk Management Trust, at a premium of $165,951.00, as presented. Roll call: Swims, Tsung, VanWinkle, Flowers, Galan, Pohlman and Sabens voted yes. Nay, none. Motion carried.

2022-23 District School Improvement Plan: Motion by VanWinkle, seconded by Flowers, to approve the 2022-23 District School Improvement Plan as presented. Roll call: Tsung, VanWinkle, Flowers, Galan, Pohlman, Sabens and Swims voted yes. Nay, none. Motion carried.

2022-23 Board of Education Meeting Calendar: Motion by Swims, seconded by VanWinkle, to approve the 2022-23 Board of Education Meeting Calendar as presented. Roll call: VanWinkle, Flowers, Galan, Pohlman, Sabens, Swims and Tsung voted yes. Nay, none. Motion carried.

Employment of 2022-23 Art Teacher, CTE Teacher and Music Teacher: Motion by Swims, seconded by Tsung, to employ the following 2022-23 licensed personnel:

Levi Biedermann as a part-time (4/6-time) Art Teacher. Mr. Biedermann’s education and experience will place him at Line 6, Column BA/BS prorated on the Teacher Salary Schedule.

Jenna Jamieson as a part-time (4/6-time) Career and Technical Education Teacher for the 2022-23 school year. Ms. Jamieson’s education and experience will place her at Line 4, Column MA/MS prorated on the Teacher Salary Schedule.

Katrina Wood as a full-time Art Teacher for the 2022-23 school year. Ms. Wood’s education and experience will place her at Line 5, Column MA/MS on the Teacher Salary Schedule.

Employment of 2022-23 Physical Education Teacher: Motion by Swims, seconded by Flowers, to employ DeAndre Smith as a full-time Physical Education Teacher for the 2022-23 school year pending receipt of his Illinois Professional Educator License. Mr. Smith’s education and experience will place him at Line 0, Column MA/MS on the Teacher Salary Schedule. Roll call: Pohlman, Sabens, Swims, Tsung, VanWinkle, Flowers and Galan voted yes. Nay, none. Motion carried.

Employment of Maintenance Technician: Motion by Galan, seconded by Pohlman, to employ Lewis Stafford as a full-time Maintenance Technician effective June 6, 2022, at the rate of $17.50 per hour for the 2022-23 school year. Roll call: Sabens, Swims, Tsung, VanWinkle, Flowers, Galan and Pohlman voted yes. Nay, none. Motion carried.

Employment of 2022-23 RP&SSP Grant Employees:

Jimi Bradley
Motion by Swims, seconded by VanWinkle, to employ Jimi Bradley as a 2022-23 Restorative Practice & Student Support Specialist grant employee contingent upon adequate grant funding and timely receipt of those funds. Employment period will be July 28, 2022-June 9, 2023, with a salary of $41,028.00. Roll call: Swims, Tsung, VanWinkle, Flowers, Galan, Pohlman and Sabens voted yes. Nay, none. Motion carried.

Lee Nailon
Motion by Swims, seconded by Galan, to employ Lee Nailon as a 2022-23 Restorative Practice & Student Support Specialist grant employee pending receipt of his Illinois Professional Educator Substitute Teacher License, a clear background check, and upon adequate grant funding and timely receipt of those funds. Employment period will be July 28, 2022-June 9, 2023, with a salary of $40,000.00. Roll call: Tsung, VanWinkle, Flowers, Galan, Pohlman, Sabens and Swims voted yes. Nay, none. Motion carried.

Employment of 2022-23 Extra-Duty Personnel: Motion Galan, seconded by Pohlman, to employ the following 2022-23 Extra-Duty Personnel as presented:

Head Boys Basketball Coach: Lee Nailon* $9,924.00

*Employment is pending a clear background check.

Employment of 2021-22 Extra-Duty Personnel: Motion by Tsung, seconded by VanWinkle, to employ the following 2021-22 Extra-Duty Personnel as presented:

Summer Weight Room Supervisor: Kevin Stamp $2,335.00

Roll call: Flowers, Galan, Pohlman, Sabens, Swims, Tsung and VanWinkle voted yes. Nay, none. Motion carried.

Executive Session: Motion by Swims, seconded by Flowers, to go into executive session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees (5 ILCS 120/2(c)(1)); and, to adjourn the Board of Education Meeting immediately following the executive session.  Roll call: Galan, Pohlman, Sabens, Swims, Tsung, VanWinkle and Flowers voted yes. Nay, none. Motion carried.
