April 2020 School Board Meeting Minutes

MINUTES OF THE REGULAR SCHEDULED MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD APRIL 16, 2020 

The regular scheduled meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, April 16, 2020 at 6:00 p.m.

Upon roll call, the following members were present:

President Woodard declared a quorum present and the regular scheduled meeting of April 16, 2020, was called to order.

Secretary Designee: Due to COVID-19 Secretary Joe Hudgins attended the meeting remotely. Superintendent Murphy served as his Secretary Designee to sign Board documents following the meeting.

Approval of Minutes: Motion by Flowers, seconded by Galan, to approve the minutes of the regular meeting of March 19, 2020.  Roll call:  Flowers, Galan, Hudgins, Swims, Tsung, VanWinkle and Woodard voted yes. Nay, none. Motion carried.

Old Business—District Transportation Service Contract Extension: No update.

Public Comments: None

FOIA Requests: The Board received a listing of the 2019-20 FOIA requests received to date.

Elius Reed Request to Amend Minutes: The Board received the following request from Elius Reed:

Dear CCHS District 165 Superintendent Steve Murphy and School Board Members;

On about 9:00 PM, 3/31/2020 I examined the 2019 and 2020 District 165 School Board Meeting Minutes and discovered that: The 6/20/2019 Minutes incorrectly state that Mr. Reed indicated that he spoke to Steve Murphy recently about an Apprenticeship Program at the Shawnee Community College and wanted to know the status of Mr. Murphy's follow up. I state that during the 6/20/2019 CCHS School Board Meeting Public Comments I (Elius Reed) stated that I had recently talked to CCHS Superintendent Steve Murphy about a CCHS Local 773 Union High School Apprenticeship Program-I wanted to know the status of the CCHS Local 773 High School Apprenticeship Program; CCHS Superintendent Steve Murphy stated they would be contacting the John A. Logan College. 

The 9/19/2019 CCHS District 165 School Board Meeting Minutes incorrectly state that Elius Reed asked what progress had been made in creating a Trade Internship Program at CCHS. I state that during the 9/19/2019 CCHS District 165 School Board Meeting I asked what progress had been made in creating a Local 773 Union High School Apprenticeship Program at CCHS-Superintendent Steve Murphy stated that he had spoke with CCHS CTE Department Chair Dallas Terry who had been in contact with a Local 773 Union Official regarding the Program-he will attend a meeting at the John A. Logan College on 10/1/2019 to discuss the Program.  

The 1/16/2020 CCHS School Board Meeting Minutes do not list me as being present-incorrectly list that no public comments were made. I state that during the 1/16/2020 CCHS School Board Meeting I stated that I had a Public Comment-CCHS Superintendent Steve Murphy asked me to wait until after he gave his Report; CCHS Superintendent Steve Murphy then gave his Report thanking the CCHS School Board members for having voted to approve the Local 773 Union High School Apprenticeship Program Memorandum of Understanding Agreement; Sup. Steve Murphy stated that he had received a call from the Local 773 Union Officials-he and other area High school Officials will be attending a meeting with the Local 773 Union Officials concerning their High School students being enrolled into the Local 773 High School Apprenticeship Program.    

I discovered that there are no Minutes listed of the 3/19/2020 CCHS School Board Meeting. I state that during the 3/19/2020 CCHS School Board Meeting Public Comments I stated that they (the Local 773 Union) had started the Local 773 Union High School Apprenticeship Program on about 8/2018-they then attended a 12/2018 meeting Illinois Gov. Pritzler and Lt. Gov. Stratton to get State funding for the Local 773 Union High School Apprenticeship Program; I attended the meeting and saw that 13 white male High School students-no black male High School students had been admitted into the Local 773 High School Apprenticeship Program; during the 4/2019 Local 773 Union Meeting I told the Local 773 Union High School Apprenticeship Program Administrator Griffin Goetz the they need to have some black High School students admitted/enrolled in the Local 773 High School Apprenticeship Program in order to get the State or Federal funding; Goetz stated the he would have some black students enrolled in the next Apprenticeship class-he is waiting on the Cairo High School to sign the Local 773 High School Apprenticeship Program Memorandum Agreement-I told Goetz that he could have got some of the black Carbondale Community High School (CCHS) students-Goetz stated that the CCHS Officials did not want the Local 773 Union High School Apprenticeship Program; I told CCHS Superintendent Steve Murphy that the Local 773 Union Officials had stated that the CHHS Officials did not want the Local 773 Union High School Apprenticeship Program-CCHS Sup. Steve Murphy stated that was not true; at the beginning of the 1/12/2020 Local 773 Union meeting Local 773 High School Apprenticeship Program Administrator Griffin Goez told me that the CCHS Officials had signed the Local 773 Union High School Apprenticeship Program Memorandum Agreement; during the 1/16/2020 CCHS District 165 School Board Meeting Superintendent Steve Murphy thanked the School Board members for having voted to approve the Local 773 Union High School Apprenticeship Program Memorandum Agreement. I asked what is the current status of the Local 773 Union CCHS High School Apprenticeship Program-when will CCHS students be admitted-how many CCHS students will be admitted into the Local 773 High School ApprenticeshipProgram; District 165 Superintendent Steve Murphy stated that they had 10 applicants/3 black student applicants-the Local 773 Apprenticeship Program applications were filed; the Carbondale Community High School and several other High Schools are closed because of the Corona Virus. (See the below listed Corrected Amended 1/18/2020 Carbondale NAACP Labor Industry Committee Report Concerning The Local 773 Union CCHS High School Apprenticeship Program that I emailed to District 165 Superintendent Steve Murphy on 4/2/2020). 

 I request that the 6/20/2019, 9/19/2019, 1/16/2020, 3/19/2020 District 165 School Board Meeting Minutes be corrected and listed.   

Motion by Swims, seconded by Hudgins, to amend the Board of Education Meeting Minutes of June 20, 2019; September 19, 2019; and January 16, 2020, as presented in Mr. Murphy’s memo.  Roll call: Flowers, Galan, Hudgins, Swims, Tsung, VanWinkle and Woodard voted yes.  Nay, none. Motion carried.

Payment of Bills: Motion by Swims, seconded by Tsung, to pay the remaining bills for the month of March 2020; and, those available for payment for the month of April 2020. Roll call: Flowers, Galan, Hudgins, Swims, Tsung, VanWinkle and Woodard voted yes. Nay, none.  Motion carried.

Principal’s Report: Mr. Thomas reported on the Remote Learning Plan.

Superintendent’s Report: Mr. Murphy reported on the financial impact of the COVID-19 epidemic.

2019 Carbondale Holiday Tournament Report: The Board received the 2019 Carbondale Holiday Tournament Report.

Remote Learning Plan: The Board received the Remote Learning Plan in their packet.

Bids/Quotes: None

2020-21 School Calendar: No action was taken due to the COVID-19 epidemic.

2020-21 I.A. for School Districts A-J-P-P-U Regional Office of Ed.COPE/Safe Schools Prog.: Motion by Galan, seconded by Hudgins, to approve the 2020-21 Intergovernmental Agreement for School Districts Alexander-Jackson-Perry-Pulaski-Union Regional Office of Education COPE/Safe Schools Program as presented.  Roll call: Flowers, Galan, Hudgins, Swims, Tsung, VanWinkle and Woodard voted yes. Nay, none. Motion carried.

2020-21 I.A. for School Districts Jackson-Perry Reg. Office of Ed. Project SOAR Alternative Ed. Program: Motion by Hudgins, seconded by Galan, to approve the 2020-21 Intergovernmental Agreement for School Districts Jackson-Perry Regional Office of Education Project SOAR Alternative Education Program as presented. Roll call: Flowers, Galan, Hudgins, Swims, Tsung, VanWinkle and Woodard voted yes. Nay, none. Motion carried.

Executive Session: None

Resignations/Retirements: Motion by Swims, seconded by VanWinkle, to accept the resignations/ retirements of the following personnel as presented: 

a. Retirement of Helen Bottje (science teacher) effective at the end of the 2022-23 school year.

Roll call: Flowers, Galan, Hudgins, Swims, Tsung, VanWinkle and Woodard voted yes. Nay, none. Motion carried.

Employment of 2019-20 Extra-Duty Personnel: Motion by Swims, seconded by Galan, to employ the following 2019-20 extra-duty personnel as presented:

Assistant Baseball Coach:  Matt Duckworth $4,533.00

Head Boys Track Coach: Jason Perry $2,266.50

Head Girls Track Coach: Ashley Ziegler $2,266.50

Roll call: Flowers, Galan, Hudgins, Swims, Tsung, VanWinkle and Woodard voted yes. Nay, none. Motion carried.

Employment of 2020-21 Teaching Personnel: Motion by Tsung, seconded by Flowers, to employ the following 2020-21 teaching personnel as presented:

a. Lindsey Sears, English Teacher (full-time)--Ms. Sears’ education and experience will place her at line 0, column BA/BS, on the teacher salary schedule.

b. Shannon Simmons, English Teacher (full-time)--Simmons’ education and experience will place her at line 1.5, column BA/BS+12, on the teacher salary schedule.

Roll: Flowers, Galan, Hudgins, Swims, Tsung, VanWinkle and Woodard voted yes.  Nay, none. Motion carried.
