MINUTES OF THE SPECIAL MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD OCTOBER 7, 2025
The special meeting of the Board of Education of School District 165 was held in the Administrative Center, 330 South Giant City Road, Carbondale, Illinois, on Tuesday, October 7, 2025, at 5:00 p.m.
Upon roll call, the following members were present:
Linda Flowers Neophansya Robinson
Lana Galan Julie VanWinkle
Wendell Pohlman
The following member was absent: Christopher Swims
Also present: Daniel Booth
President VanWinkle declared a quorum present and the special meeting of October 7, 2025, was called to order.
Public Comments—None
Executive Session: Motion by Robinson, seconded by Galan, to go into executive session to discuss the selection of a person to fill a vacancy on the Board (5 ILCS 120/2(c) (3)); and, to adjourn the Board meeting at the conclusion of the executive session. Roll call: Flowers, Galan, Pohlman, Robinson and VanWinkle voted yes. Nay, none. Motion carried.
The executive session convened at 5:14 p.m.
The executive session adjourned at 7:25 p.m.

MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD OCTOBER 16, 2025
The regular meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, October 16, 2025, at 6:00 p.m.
Upon roll call, the following members were present:

Approval of Minutes: Motion by Flowers, seconded by Robinson, to approve the minutes of the regular meeting and executive session of September 23, 2025, and the special meeting and executive session of October 7, 2025. Roll call: Flowers, Galan, Pohlman, Robinson, Swims and VanWinkle voted yes. Nay, none. Motion carried.
Old Business—None
Appointment of New Board of Education Member: Motion by Pohlman, seconded by Robinson, to appoint Dr. Paul Frazier as the new member to the CCHS District 165 Board of Education to complete the unexpired four-year term of Dr. Rania Dababneh. Roll call: Galan, Pohlman, Robinson, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.
Seating of New Board of Education Member: Dr. Frazier read the Oath of Office and took his seat on the Board of Education.
Public Comments—None
FOIA Requests: The Board received a listing of the 2025-26 FOIA Requests received to date.
Payment of Bills: Motion by Galan, seconded by Robinson, to pay the remaining bills for the month of September 2025; and, those available for payment for the month of October 2025. Roll call: Pohlman, Robinson, Swims, VanWinkle, Flowers and Frazier voted yes. Nay, none. Motion carried.
Principal’s Report: Mr. Thomas reviewed his October Newsletter for the Board.
Superintendent’s Report—None
2025-26 District Key Performance Indicators and Targets: Motion by Pohlman, seconded by Robinson, to approve the 2025-26 District Key Performance Indicators and Targets as presented. Roll call: Robinson, Swims, VanWinkle, Flowers, Frazier, Galan and Pohlman voted yes. Nay, none. Motion carried.
September Student Attendance Reports: The Board received the September Student Attendance Report and
the September Terrier Tutoring Attendance Report.
2025-26 District Fall Enrollment Recap: Dr. Booth reviewed the 2025-26 District Fall Enrollment Recap
memo for the Board. Student enrollment was 1,035 on October 1.
2025-26 Class-Size/Loading Report: Lena Dierks reviewed the 2025-26 Class-Size/Loading Report for the Board.
Request to Solicit Chiller and Cooling System Bids: Motion by Flowers, seconded by Swims, to solicit bids for the replacement of the existing chiller and cooling system as presented. Roll call: Swims, VanWinkle, Flowers, Frazier, Galan, Pohlman and Robinson voted yes. Nay, none. Motion carried.
2024-25 Audit and Report on Shared Services or Outsourcing: Motion by Flowers, seconded by Swims, to accept the 2024-25 Audit as presented; and, to acknowledge the Report on Shared Services or Outsourcing contained in the Audit (on page 40) for posting on the district website. Roll call: VanWinkle, Flowers, Frazier, Galan, Pohlman, Robinson and Swims voted yes. Nay, none. Motion carried.
FY25 ROE #21 Distributive Report for CCHS District 165: The Board received the FY25 Regional Office of Education #21 Distributive Report for CCHS District 165 for their information, per Illinois School Code 105ILCS 5/3-14.17.
Resignation Agreement and General Release: Motion by Galan, seconded by Swims, to approve the Michael Green Resignation Agreement and General Release effective October 9, 2025. Roll call: Flowers, Frazier, Galan, Pohlman, Robinson, Swims and VanWinkle voted yes. Nay, none. Motion carried.
Resignations/Retirements: Motion by Pohlman, seconded by Robinson, to accept the resignation of James Austin, Hall Monitor, effective October 8, 2025. Roll call: Frazier, Galan, Pohlman, Robinson, Swims, VanWinkle and Flowers voted yes. Nay, none. Motion carried.
Employment of 2025-26 Extra-Duty Personnel: Motion by Flowers, seconded by Robinson, to employ the following 2025-26 extra-duty personnel as presented:
Asst. Boys Basketball Coaches: Unree Westley, Sr. $4,033.00; Kobe Lewis-Moss $4,000.00; Lafiet McDade $4,000.00; Gus Moss $4,000.00; Darrius Yancy $1,000.00 and Unree Westley, Jr. $1,000.00
Roll call: Galan, Pohlman, Robinson, Swims, VanWinkle, Flowers and Frazier voted yes. Nay, none. Motion carried.

Recognition of Dr. Daniel Booth: The Board of Education recognized Dr. Booth on earning his Education Doctoral Degree from Southern Illinois University- Carbondale in August. His family and members of the Carbondale community were present at the recognition. President VanWinkle expressed the Board’s deep appreciation for his dedicated leadership and the meaningful progress made during his tenure at CCHS. His unwavering commitment to education and the Carbondale community continues to inspire and uplift those around him.
