MINUTES OF THE REGULAR SCHEDULED MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD DECEMBER 14, 2017
The regular scheduled meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, December 14, 2017, at 7:00 p.m.
Upon roll call, the following members were present:

Approval of Minutes: Motion by Booziotis, seconded by Swims, to approve the minutes of the regular scheduled meeting of November 9, 2017. Roll call: Booziotis, Flowers, Hudgins, Swims, Tsung and Woodard voted yes. Nay, none. Motion carried.

Math Department Presentation: Math Department Chair, Brenda Berg, did a presentation for the Board regarding the activities of the Math Department.
Rebound Presentation: Rebound Adult Education Coordinator, Sandy Snowden, did a presentation for the Board regarding the activities of the Rebound Program.
2018 Graduation Ceremony: The 2018 Graduation Ceremony will be Saturday, May 19, 2018, at 3:00 p.m., at the SIU Arena. The time is subject to change depending on IHSA scheduling.
Payment of Bills: Motion by Flowers, seconded by Swims, to pay the remaining bills for the month of November 2017; and, those available for payment for the month of December 2017. Roll call: Flowers, Hudgins, Swims, Tsung, Woodard and Booziotis voted yes. Nay, none. Motion carried.

Request to Solicit Bids for Media Center and Auditorium Roof Replacement, E-Wing Stair Replacement and Tennis Court Restrooms at the CCHS Campus: Motion by Tsung, seconded by Swims, to solicit bids for the Media Center and
Auditorium Roof Replacement, E-Wing Stair Replacement and Tennis Court Restrooms at the CCHS Campus as presented. Roll call: Hudgins, Swims, Tsung, Woodard, Booziotis and Flowers voted yes. Nay, none. Motion carried.
2017 Tax Levy: Motion by Flowers, seconded by Swims, to approve the following:
1. Adopt the Resolution of CCHS District 165 Levy for Special Education Purposes.
2. Adopt the 2017 Tax Levy Resolution, including the 2017 Certificate of Tax Levy, with permission to file the levy in Jackson and Williamson Counties.
3. Adopt the Certificate Regarding Inapplicability of the Truth-In-Taxation Law.
4. Adopt the “PTELL” Resolution, including Exhibit A, Request To Clerk Regarding Reduction of 2017 Tax Extension Pursuant to PTELL, with permission to file with the county clerks of Jackson and Williamson Counties.
5. Adopt the Resolution authorizing the abatement of a portion of the taxes heretofore levied to pay principal and interest on $16,000,000 School Bonds of Carbondale Community High School District 165, Jackson and Williamson Counties, Illinois.
Roll call: Swims, Tsung, Woodard, Booziotis, Flowers and Hudgins voted yes. Nay, none. Motion carried.
Semi-Annual Review of Executive Session Minutes: Motion by Tsung, seconded by Hudgins, to approve the semi-annual review of the closed executive session minutes and to not make public any executive session minutes at this time because the need for confidentiality still exists; and, to destroy the following verbatim record (audiotape) executive session minutes that are 18 months old or older: February 18, 2016; June 16, 2016; and July 19, 2016. Roll call: Tsung, Woodard, Booziotis, Flowers, Hudgins and Swims voted yes. Nay, none. Motion carried.
Board Policy Manual Updates: 2:260, 4:15, 4:170, 5:100, 5:200, 5:240, 5:290, 6:50, 6:60, 6:150, 6:310 and 7:70—First Reading: The Board received Board Policy Manual Updates 2:260, 4:15, 4:170, 5:100, 5:200, 5:240, 5:290, 6:50, 6:60, 6:150, 6:310 and 7:70 for first reading.
Resignations: Motion by Flowers, seconded by Booziotis, to accept the following resignations as presented:
a. Resignation of Tarrie Dullum (English teacher) effective at the end of the 2017-18 school year as presented.
Roll call: Woodard, Booziotis, Flowers, Hudgins, Swims and Tsung voted yes. Nay, none. Motion carried.
Request to Withdraw Retirement: Motion by Swims, seconded by Tsung, to approve Helen Bottje’s (science teacher) request to officially withdraw her June 2020 retirement as presented. Roll call: Woodard, Booziotis, Flowers, Hudgins, Swims and Tsung voted yes. Nay, none. Motion carried.
Employment of 2017-18 Personnel: None
Approval of 2017-18 Volunteers: Motion by Booziotis, seconded by Hudgins, to approve the following volunteers as presented:
Molly Barnes: Volunteer Boys/Girls Track Coach
Tayvonne Landry: Volunteer Boys/Girls Track Coach
Octavius McCloud: Volunteer Assistant Wrestling Coach
Roll call: Booziotis, Flowers, Hudgins, Swims, Tsung and Woodard voted yes. Nay, none. Motion carried.

The January Board of Education meeting will be Thursday, January 18, 2018.
The Carbondale Holiday Tournament will be December 27-29, 2017.
The district offices will be closed Thursday, December 21, 2017 through Wednesday, January 3, 2018.
