August 1, 2017 Special Board of Education Meeting Minutes:

MINUTES OF THE SPECIAL MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD AUGUST 1, 2017 

The special meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Tuesday, August 1, 2017, at 6:00 p.m.  

Upon roll call, the following members were present:

Kathy Booziotis          Francis Tsung

Linda Flowers             Julie VanWinkle

Joe Hudgins                Brian Woodard

President Woodard declared a quorum present and the special meeting of August 1, 2017, was called to order.

Regional Superintendent of Schools Present at Meeting: Cheryl Graff, Region #30 Superintendent of Schools was present to attend the school board candidate interviews.

School Board Candidates: School Board candidates, Hope Fuqua Jones and Christopher E. Swims, were present at the meeting.

Executive Session: Motion by Booziotis, seconded by Flowers, to go into executive session for the purpose of considering information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees, and to consider the appointment of a member to fill a vacancy on the Board of Education (5 ILCS 120/2(c)(1)(3)).  Roll call:  Booziotis, Flowers, Hudgins, Tsung, VanWinkle and Woodard voted yes. Nay, none.  Motion carried.  The executive session convened at 6:02 p.m.  The executive session adjourned at 7:24 p.m.  The public session of the meeting reconvened at 7:25 p.m.  President Woodard stated no action was taken while in executive session.

Public Comments: No public comments.

Resignations: Motion by Tsung, seconded by Hudgins, to accept the following resignations as presented:

a. Barbara Mueller (part-time Assistant Secretary to the CSBO) effective July 31, 2017.

b. Eden Morrison (Rebound Math/Science Teacher Program Aide) effective August 1, 2017.

Roll call:  Flowers, Hudgins, Tsung, VanWinkle, Woodard and Booziotis voted yes. Nay, none.  Motion carried.

2017-18 Employment of Personnel: Motion by Flowers, seconded by Booziotis, to employ the following 2017-18 personnel as presented:   

a. Assistant Principal--Ryan Thomas as an Assistant Principal for the 2017-18 school year (full-time 10.5-month position) with a salary of $73,650.00 pending receipt of his Illinois Administrative Credentials. 

b. Industrial Technology Teacher--James Heninger as a temporary part-time (2/6-time) Industrial Technology Teacher. Mr. Heninger’s education and experience will place him at Line 22, Column MA/MS+24 prorated on the on the Teacher Salary Schedule ($28,543.66).

c.  Cook Helper—No recommendation. 

d.  Computer Network Technician—No recommendations. 

e.  Extra-Duty/Extended-Time Personnel
Asst. Band Director:  Shaina Dilalla ($1,606.50)                                          
Asst. Junior Class:  Lisa Bastien ($2,142.00)

Jenna Jamieson, Perkin’s Grant Teacher Aide--$10.23/Hour @ 2/6-Time

g.  Business/Academic Support Teacher--Jenna Jamieson as a part-time (4/6-time) Business/Academic Support Teacher.  Ms. Jamieson’s education and experience will place her at Line .5, Column BA/BS prorated on the on the Teacher Salary Schedule ($28,980.68). 

Roll call:  Hudgins, Tsung, VanWinkle, Woodard, Booziotis and Flowers voted yes. Nay, none. Motion carried.

2017-18 Volunteers: No recommendations.

Back-to-School Luncheon: The Back-to-School district employee luncheon may be held on Monday, August 14, 2017, at 12:00 p.m. in the cafeteria.  Mr. Booth discussed a potential change in venue to Giant City Lodge following a district bus tour for faculty.

August Board of Education Meeting: The August Board of Education meeting will be Thursday, August 17, 2017, at 7:00 p.m. in the cafeteria.

Governor Rauner’s Amendatory Veto of Senate Bill 1: Mr. Murphy discussed Governor Rauner’s amendatory veto of Senate Bill 1.

Progress of Roof Project:  Mr. Murphy discussed the progress of the roof project, and indicated that it was scheduled for completion August 11, 2017.

Potential Projects for CSFT Funds: Mr. Murphy discussed potential projects to be paid for with County School Facilities Tax funds, including tennis court bathrooms, Superblock upgrades, and roof/external stair repairs.

The regular meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, August 17, 2017, at 7:00 p.m.

Approval of Minutes: Motion by Tsung, seconded by Booziotis, to approve the minutes of the regular scheduled meeting and executive session of July 20, 2017; and, the special meeting and executive session of August 1, 2017. Roll call: Booziotis, Flowers, Hudgins, Tsung, VanWinkle and Woodard voted yes.  Nay, none.  Motion carried.

Old Business—New Board of Education Member: Superintendent Murphy announced that Regional Superintendent of Schools, Cheryl Graff, appointed Mr. Christopher Swims to the CCHS District #165 Board of Education.

Seating of New Board of Education Member: Christopher Swims took the Oath of Office and was seated as the new member of the CCHS District #165 Board of Education.

Introduction of New Faculty: Daniel Booth introduced the new faculty members to the Board:

Gwen Poore, Assistant Principal
Franciene Sabens, School Counselor
Krista Smith, School Counselor

President Woodard welcomed the faculty members on behalf of the Board of Education.

Public Comments: There were no public comments.

Payment of Bills: Motion by Tsung, seconded by Flowers, to pay the remaining bills for the month of July, 2017; and, those available for payment for the month of August, 2017. Roll call: Flowers, Hudgins, Swims, Tsung, VanWinkle, Woodard and Booziotis voted yes.  Nay, none.  Motion carried.

Committee Reports: There were no committee reports.

Bids and Quotes: There were no bids or quotes.                   

Presentation of the 2017-18 Tentative Budget for Public Display: Motion by Booziotis, seconded by Hudgins, to receive the tentative budget for the 2017-18 school year, place it on display for the public at the district office, the high school office, and the Carbondale Public Library, and to hold a public hearing on Thursday, September 21, 2017 at 7:00 p.m. in the high school cafeteria.  Roll call:  Hudgins, Swims, Tsung, VanWinkle, Woodard, Booziotis and Flowers voted yes.  Nay, none. Motion carried.

Approval of 2017 August Graduates: Motion by Hudgins, seconded by Tsung, to approve the following students for official graduation on August 17, 2017:

PA 96-0434/PA 97-0609 Report Compensation Report FY17: The Board received a copy of the PA 96-0434/PA 97-0609 Compensation FY17 for their review.

Report on Administrator/Teacher/Teacher Aide Salary and Benefits FY17: The Board received a copy of the Report on Administrator/Teacher/Teacher Aide Salary and Benefits FY17 for their review.

IASB PRESS Issue 95 Board Policy Manual Updates-First Reading: The Board received IASB PRESS Issue 95 Board Policy Manual updates for first reading. Final adoption of the IASB PRESS Issue 95 Board Policy updates will occur at the September 21, 2017 Board of Education meeting. 

Executive Session: There was no executive session.

Resignations: Motion by Flowers, seconded by Tsung, to accept the following resignations as presented: 

a. Resignation of Leigh Taylor (Title I Reading Aide) effective August 9, 2017.

b. Resignation of Terry Matthews (In-School Suspension Aide) effective August 11, 2017.

Roll call:  Tsung, VanWinkle, Woodard, Booziotis, Flowers, Hudgins and Swims voted yes.  Nay, none. Motion carried.

Employment of 2017-18 Personnel: Motion by Flowers, seconded by Booziotis, to employ the following 2017-18 personnel as presented:

a. Social Studies Teacher:  Julie Peterson as a temporary as needed full-time Social Studies Teacher, effective August 14, 2017.  Ms. Peterson’s education and experience will place her at Line 17, Column MA/MS on the on the Teacher Salary Schedule ($68.93/Hour).  

b. Special Education Teacher:  Krystal Kill as a full-time Special Education Teacher, effective August 14, 2017.  Ms. Kill ’s education and experience will place her at Line 6, Column BA/BS on the on the Teacher Salary Schedule ($52,153.00).

c. Aide and Monitor Personnel

1. Kevin Stamp, Hall Monitor--Employment retroactive to August 14, 2017, at the rate of $12.14 per hour.

2. Dewight Bigbee, Special Education Teacher Aide--Employment effective August 22, 2017, at the rate of $10.23 per hour. 

3. Hayden Beattie, Rebound Math/Science Teacher Program Aide--Employment is contingent on the availability of grant funds.  Currently grant funding is available through December 31, 2017--Employment Period: August 16, 2017-June 30, 2018. Hours will be reduced during the summer or until adequate student enrollment is achieved--35 Hours per week @ $16.00 per hour.      

d. Extra-Duty/Extended-Time Personnel:

Asst. Football Coach:  Obadiah Mims ($2,025.00)

f. Computer Network Technician: Clinton Mifflin as a Computer Network Technician (full-time 12-month position) for the 2017-18 school year at a rate of $15.00 per hour.

Roll call:  VanWinkle, Woodard, Booziotis, Flowers, Hudgins, Swims and Tsung voted yes.  Nay, none.  Motion carried.

2017-18 Volunteer: Motion by Flowers, seconded by Swims, to approve the following 2017-18 volunteer:  Gary Holda – Cross Country/Track.  Roll call: Woodard, Booziotis, Flowers, Hudgins, Swims, Tsung and VanWinkle voted yes. Nay, none. Motion carried.

2017-18 CCHS Handbook for Students-Parents-Faculty: The Board received a copy of the 2017-18 CCHS Handbook for Students-Parents-Faculty.

100th Football Meeting Information: The Board received information regarding the 100th Football Meeting CCHS vs. Murphysboro: Friday, August 25, 2017.

September Board of Education Meeting: The September Board of Education meeting will be Thursday, September 21, 2017, at 7:00 p.m. in the cafeteria.

NAACP 40th Annual Banquet: The Carbondale Branch NAACP 40th Annual Freedom Fund Banquet: Sunday, October 15, 2017.
