MINUTES OF THE REGULAR SCHEDULED MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD JULY 20, 2017

The regular scheduled meeting of the Board of Education of School District 165 was held in the cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, July 20, 2017, at 7:00 p.m.  

Upon roll call, the following members were present:

President Woodard declared a quorum present and the regular scheduled meeting of July 20, 2017, was called to order.

Approval of Minutes:  Motion by Hudgins, seconded by Flowers, to approve the minutes of the regular scheduled meeting and executive session of June 15, 2017. Roll call: Booziotis, Flowers, Hudgins and Woodard voted yes.  Nay, none. Motion carried.

Old Business: There were no old business items.

Public Comments: There were no public comments.

Payment of Bills: Motion by Booziotis, seconded by Flowers, to pay the remaining bills for the month of June, 2017; and, those available for payment for the month of July, 2017.  Roll call: Flowers, Hudgins, Woodard and Booziotis voted yes. Nay, none. Motion carried.

2017-18 Revisions to Parent/ Teacher/Student Handbook and Student-Athlete Handbook: Motion by Flowers, seconded by Booziotis, to approve the 2017-18 revisions to the CCHS Parent/Teacher/Student Handbook (There were no revisions other than name updates to the CCHS Student-Athlete Handbook.) as presented:

Major Changes-Additions in Bold:
1.  Honor Roll 
Eligibility for honor roll consideration is based on a grade point average of 3.0 to 3.99. High honor roll is based on a 4.0 and above. Honors credit is used in calculating the GPA for honor roll and high honor roll. Honor roll calculation and reporting is done at the end of first semester in December and second semester in May.
Grades
Grades are reported at the end of each quarter.  Grade point averages are calculated at the end of each semester. Semester grades are permanent and will be reported on student transcripts. Pg. 20
2.  McKinney-Vento Homeless Assistance Act  
The Illinois State Board of Education considers the school enrollment, attendance and success of homeless children and youth throughout the state as a high priority. It is the policy of the ISBE that every homeless child and youth be identified as required by the federal McKinney-Vento Homeless Assistance Act. For more information visit www.isbe.net or see the CCHS school social worker.  
Students in Foster Care
Per the Every Student Succeeds Act (ESSA) students in foster care may be eligible to receive additional educational supports. These supports may include transportation assistance for foster students who have had a change in placement. Please contact the CCHS Foster Care Point of Contact, Amy Prudencio, at 457-3371 ext. 217 for additional information regarding support for students in foster care. Pg. 31

4.  Dress code update
The dress code: 
1. Shirts must completely cover the back, stomach, and cleavage.  Razor back tops, spaghetti straps, off the shoulder shirts and any shirt that exposes any part of the brassiere are prohibited. Tank tops that do not expose the brassiere or chest are permissible.
2.  Shorts, skirts and dresses must be at least mid-thigh in length. 
3. Leggings are permissible with shirts, shorts, skirts, and dresses that are at least mid-thigh in length.  Leggings, yoga, running pants or spandex skirts/pants are prohibited as standalone items of clothing. 
4. Jeggings, with pockets, are permissible. 
5. The waistline of pants, shorts, and skirts must be worn at or above the hip bone and underwear should not be visible at any time.
6. See-through clothing of any kind is strictly prohibited without an appropriate undergarment as listed above in #1. This includes but is not limited to sheer, mesh, net, and ripped items. Rips in jeans should be no higher than 2 inches above the knee. 
7.  Shoes or sandals must be worn at all times. The entire sole of the foot must be protected. 
8.  Sleepwear (i.e. pajamas) and slippers/house shoes are prohibited.
9.  Non-religious headgear is prohibited. This includes but is not limited to scarves, bandannas, hoodies, hats, do-rags and sunglasses. Any headgear is to be placed in a student’s locker when they arrive at school and remain there until the end of school.
Also prohibited are clothing, accessories, book bags, and styles which display(s) or promote(s): 
a.  Sexual innuendos
b.  Gang affiliation or support  
c.  Derogatory writing or logos, included but not limited to inappropriate messages and pictures 
d.  The sale, use or distribution of tobacco, alcohol or drugs. 
10. Chains, studs, certain types of jewelry or any type of clothing or accessory that could be easily used as a weapon shall not be worn.  Pg. 40  

5.  Remove Gang and Gang Activity Language Pg. 55
Gangs and Gang Activity  
Gangs are defined as three or more individuals who associate with each other primarily for criminal, disruptive, and/or other activities prohibited by law and/or the school district’s rules and regulations.  The District 165 Board of Education has determined that gangs and gang related activities could cause substantial difficulty in maintaining a safe and disruption-free environment. The Board of Education has further determined that gangs and gang activities foster behaviors, attitudes, and practices which may endanger the health, safety, and welfare of our students. For these reasons, the District 165 Board of Education has adopted a policy of “zero tolerance” toward gangs and gang activity as follows: 
Students on or about school property or at any school activity shall NOT engage in the following   behaviors:
1. Wearing, possessing, distributing, drawing, displaying, or selling any article of clothing, jewelry, emblem, badge, haircut, symbol, tattoo, sign or other thing which is intended to identify a student as being affiliated with a gang.

2. Committing any act (including gestures, handshakes, etc.) or using any speech which demonstrates gang affiliation.

3.  Using any speech or committing any act in furtherance of the interests of any gang or gang activity, including, but not limited to:
Soliciting others for membership in a gang,
Extorting money,
Intimidating or threatening any person, 
Inciting or directing others to engage in acts which violate school district policies or civil or criminal law. 
The school administration shall take appropriate steps to restrict students from demonstrating gang affiliation at school or at school sponsored events. Any student who violates the restrictions identified in this paragraph may be disciplined. In addition to these restrictions on gang activity, the school may take further steps against any person who has verbally identified himself/herself to school administrators as a gang member or who has been verified by law enforcement personnel as a gang member. Restrictions on demonstrating gang affiliation apply to all persons on the CCHS campus at all times. 
Penalties:
Students will be required to surrender, cover, dispose of, or otherwise alter or remove any offending clothing, material, or object, as decided by school officials. These items are subject to permanent confiscation. 
Depending upon the circumstances, students are subject to the full range of disciplinary consequences, up to and including expulsion. 
Administrators may contact the students’ parents for a parental conference. 
In all appropriate cases, law enforcement agencies will be contacted and charges filed. 

6.   CPR and AED Video 
Parents and staff are encouraged to view the IHSA video on hands-only CPR and automated external defibrillators available on the IHSA website and the Athletics link on TerrierNet. Pg. 61

7.  Addition of Policy 4130-E on Meal Charges as Appendix VIII 

Free and Reduced-Price Food Services; Meal Charge Notifications
The following notification is provided at the beginning of each school year as federally required    notification regarding eligibility requirements and the application process for the free and reduced-price food services that are listed in Board policy 4:130, Free and Reduced-Price Food Services and 4:140, Waiver of Student Fees. For more information, see www.fns.usda.gov/school-meals/unpaid-meal-charges, and/or contact the Building Principal. 
Free and Reduced-Price Food Services Eligibility
When students are unable to pay for their meal services, meal charges will apply per a student’s eligibility category and will be processed by the District accordingly.  
A student’s eligibility for free and reduced-price food services shall be determined by the income eligibility guidelines, family-size income standards, set annually by the U.S. Department of Agriculture, and distributed by the Illinois State Board of Education. 
Meal Charges for Meals Provided by the District 
The Building Principal and District staff will work jointly to prevent meal charges from accumulating. Every effort to collect all funds due to the District will be made on a regular basis and before the end of the school year.  
Unpaid meal charges are considered delinquent debt when payment is overdue as defined by Board policy 4:45, Insufficient Fund Checks and Debt Recovery. The District will make reasonable efforts to collect charges classified as delinquent debt. 
When a student’s funds are low or there is a negative balance, reminders will be provided to the staff, students, and their parent(s)/guardian(s) at regular intervals during the school year. Student eligibility to attend extra-curricular activities, including homecoming and prom, may be impacted by a negative balance. If a parent/guardian regularly fails to provide meal money and does not qualify for free meal benefits, the Building Principal or designee, will direct the next course of action. Continual failure to provide meal money may require the District to notify the Ill. Dept. of Children and Family Services (DCFS) and/or take legal steps to recover the unpaid meal charges.

2017-18 Approval of Vendors: Motion by Booziotis, seconded by Hudgins, to approve the 2017-18 vendors that generate revenue more than $1,000.00 as presented:  Pepsi MidAmerica. Roll call:  Woodard, Booziotis, Flowers and Hudgins voted yes.  Nay, none.  Motion carried.

2017-18 Field Trips: Motion by Booziotis, seconded by Flowers, to approve the 2017-18 field trips that are located out of state and/or cost over $500.00 as presented.  Roll call: Booziotis, Flowers, Hudgins and Woodard voted yes. Nay, none. Motion carried.

Semi-Annual Review of Executive Session Minutes: Motion by Hudgins, seconded by Booziotis, to approve the semi-annual review of the unopened executive session minutes; to make public the following executive session minutes: January 19, 2017, February 16, 2017, March 23, 2017, April 20, 2017; and, to destroy the verbatim record (audiotape) executive session minutes that are 18 months old or older: July 16, 2015, August 20, 2015 and September 24, 2015.  Roll call: Flowers, Hudgins, Woodard and Booziotis voted yes. Nay, none. Motion carried.

2016-17 FOIA Requests: The Board received the July 1, 2016-June 30, 2017 FOIA Requests list for their review.

Executive Session: Motion by Flowers, seconded by Hudgins, to go into executive session for the purpose of considering information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees, and to consider the appointment of a member to fill a vacancy on the Board of Education (5 ILCS 120/2(c)(1)(3)). Roll call:  Hudgins, Woodard, Booziotis and Flowers voted yes.  Nay, none.  Motion carried.  The executive session convened at 7:14 p.m.  The executive session adjourned at 7:49 p.m.  The public session of the meeting reconvened at 7:50 p.m. President Woodard stated no action was taken while in executive session. 

Appointment of New Board of Education Member: The Board chose not to appoint a new Board member at the meeting. They advised they would appoint someone at a later date following interviews with the candidates. 

Resignations/Retirements: Motion by Hudgins, seconded by Booziotis, to accept the following resignations/retirements as presented:

a.  Resignation of Conor Kocher (Teacher Aide and Extra-Duty Positions: Junior Class, Theatre-Fall Play and Musical) effective July 6, 2017. 

b.  Resignation of Tim Estes (Assistant Principal) effective July 15, 2017. 

Roll call:  Woodard, Booziotis, Flowers and Hudgins voted yes. Nay, none. Motion carried. 

2017-18 Employment of Personnel: Motion by Flowers, seconded by Hudgins, to employ the following 2017-18 personnel as presented: 

a.  Assistant Principal--Gwendolyn O. Poore as an Assistant Principal effective July 31, 2017, for the 2017-18 school year (full-time 10.5-month position)   with a salary of $73,650.00.  

b.  Curriculum Director--Stephanie Finke as the Curriculum Director, effective July 24, 2017, for the 2017-18 school year (full-time 11-month position) with a salary of $85,000.00. 

c.  Chorus Teacher--Rebecca Browning as a part-time (3/6-time) Chorus Teacher. Ms. Browning’s education and experience will place her at Line 8, Column BA/BS prorated on the on the Teacher Salary Schedule ($27,655.50).

d.  Cook--Gregory Donahue as a full-time Cook for the 2017-18 school year at the rate of $13.31 per hour.
