November 2017 School Board Minutes

The regular meeting of the Board of Education of School District 165 was held in the Carbondale Community High School Cafeteria, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, November 9, 2017 at 7:00 p.m.

Upon roll call, the following members were present:

Approval of Minutes: Motion by Booziotis, seconded by Hudgins, to approve the minutes of the regular scheduled meeting of October 19, 2017.  Roll call: Booziotis, Hudgins, Swims, VanWinkle and Woodard voted yes. Motion carried.

Public Comments: None

CTE Department Presentation: Career and Technical Education Department Chair, Dallas Terry, did a presentation for the Board regarding the activities of his department. 

South 7 Conference Update and Athletics Department Presentation: Superintendent Murphy advised the Board of two issues currently being discussed among the South 7 Conference Schools:

1) The Granite City School District has requested to join the South 7 Conference.

2)  The Centralia School District Board of Education passed a resolution directing their administration to seek Belleville-Althoff’s removal from the South 7 Conference. 

Athletic Director Mark Albertini advised the Board that he had discussed with his coaches the request made by Granite City to join the South 7 Conference and they were all in favor of adding them to the conference.   

Mr. Albertini said that he and his coaches had not had any issues with Belleville- Althoff.

Mr. Murphy advised the Board he wanted them to be aware of the two issues because of the possible media coverage concerning them; and, that the CCHS South 7 Conference School Representatives would be attending a meeting in the future where these two issues could be placed on the agenda for action by the schools. He said if that occurs, he will bring these issues back to the Board and ask for their direction in how they wish the school district to vote on them.   

Mr. Albertini apprised the Board of the fall sports accomplishments and the upcoming athletic events. He also reviewed format changes planned for the upcoming Carbondale Holiday Tournament.  

Payment of Bills: Motion by Swims, seconded by Hudgins, to pay the remaining bills for the month of October 2017; and, those available for payment for the month of November 2017. Roll call: Hudgins, Swims, VanWinkle, Woodard and Booziotis voted yes. Nay, none. Motion carried.

2017-18 District Goals: Motion by Hudgins, seconded by Booziotis, to approve the 2017-18 District Goals as presented:

2017-18 District Goals

1.  We will continue to maintain the positive financial position of the district. 

2.  We will actively work to enhance the diversity of our workforce, including the recruitment and retention of ethnic minority staff.

3.  We will continue to promote positive Public Relations efforts in the district. 

4.  We will continue to analyze, address, and respond to issues associated with the Every Student Succeeds Act, the Illinois Balanced Accountability Model, and other Federal and State Education initiatives.

Roll call:  Swims, VanWinkle, Woodard, Booziotis and Hudgins voted yes. Nay, none.  Motion carried.

2017 School Report Card: Superintendent Murphy reviewed the 2017 School Report Card for the Board.

2017-18 District Fall Enrollment and Class-Size Loading Report: The Board received information on the 2017-18 district fall enrollment and the Class-Size and Loading Report for their review.

District Accounting Software: Motion by Hudgins, seconded by Swims, to approve the purchase of district accounting software “Specialized Data Systems, Inc.” as presented.  Roll call: VanWinkle, Woodard, Booziotis, Hudgins and Swims voted yes. Nay, none. Motion carried.

Sales Tax Update: Superintendent Murphy advised the Board the District had received the final check from the City of Carbondale’s 0.25% Sales Tax. He noted this money had paid for part of the bonds that were used to fund the construction of the “new” high school.  In addition, he said the District had also received the first Jackson County School Facilities Sales Tax revenue check from the Regional Office of Education.  There was discussion of various projects to be done with the money. Mr. Murphy advised the Board he would present project recommendations to them in the future.

2017 Tax Levy: Motion by Booziotis, seconded by Swims, to approve the Resolution Regarding The Estimated Amounts Necessary To Be Levied For The Year 2017. Roll call:  VanWinkle, Woodard, Booziotis, Hudgins and Swims voted yes. Nay, none. Motion carried. Final adoption of the 2017 Levy will occur at the December 14, 2017 Board of Education meeting. 

Closing of School Offices During Christmas Break 2017: Motion by Booziotis, seconded by Swims, to approve the closure of all district offices during Christmas Break 2017 as presented. Roll call: Woodard, Booziotis, Hudgins, Swims and VanWinkle voted yes. Nay, none. Motion carried.

First Home Boys Basketball Game: The first home Boys Basketball game is Friday, November 24, 2017, at 2:30 p.m. vs. Belleville-Althoff.

December Board Meeting: The December Board of Education meeting will be Thursday, December 14, 2017.
