MINUTES OF THE SPECIAL MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD MAY 7, 2020

The special meeting of the Board of Education of School District 165 was held in the Administrative Center of Carbondale Community High School District #165, 330 South Giant City Road, Carbondale, Illinois, on Thursday, May 7, 2020 at 6:00 p.m.  Upon roll call, the following members were present:

Linda Flowers (remotely)                  Brian Woodard
Christopher Swims (remotely)        Julie VanWinkle (remotely)
Francis Tsung (remotely)

The following members were absent:

Lana Galan                                         Joe Hudgins

Also present:

Stephen Murphy                                 Brenda Krutsinger (remotely)

President Woodard declared a quorum present and the special meeting of May 7, 2020, was called to order.

Secretary Designee: Due to COVID-19 Secretary Joe Hudgins attended the meeting remotely. Superintendent Murphy served as his Secretary Designee to sign Board documents following the meeting.

Public Comments: None

Employment of 2020-21 Teaching Personnel: Motion by Tsung, seconded by Swims, to employ the following 2020-21teaching personnel as presented:

a. Aimee Ellis, English Teacher (full-time)--Ms. Ellis’ education and experience will place her at line 14, column MA/MS+12, on the teacher salary schedule.

b. Dirk Krasinski, Art Teacher (4/6-time)--Mr. Krasinski’s education and experience will place him at line 14, column MA/MS, prorated on the teacher salary schedule.

Roll:  Flowers, Swims, Tsung, VanWinkle and Woodard voted yes.  Nay, none. Motion carried.

May Board Meeting: Next Board of Education Meeting: Thursday, May 21, 2020 at 6:00 p.m.

Graduation: Mr. Murphy updated the Board on the plans for the virtual Graduation Ceremony on May 16, 2020.

Adjournment: The meeting adjourned at 6:11 p.m.

MINUTES OF THE REGULAR MEETING OF THE BOARD OF EDUCATION CARBONDALE COMMUNITY HIGH SCHOOL DISTRICT 165, CARBONDALE, ILLINOIS HELD MAY 21, 2020

The regular scheduled meeting of the Board of Education of School District 165 was held in the Cafeteria of Carbondale Community High School, 1301 East Walnut Street, Carbondale, Illinois, on Thursday, May 21, 2020 at 6:00 p.m.

Upon roll call, the following members were present:

The following member was absent:  Joe Hudgins

Also present:

President Woodard declared a quorum present and the regular scheduled meeting of May 21, 2020, was called to order.

Secretary Designee: Due to COVID-19 Superintendent Murphy served as Secretary Designee to sign Board documents following the meeting.

Approval of Minutes: Motion by Tsung, seconded by Flowers, to approve the minutes of the regular scheduled meeting of April 16, 2020 and the special meeting of May 7, 2020. Roll call: Flowers, Galan, Swims, Tsung, VanWinkle and Woodard. Nay, none. Motion carried.

Old Business: District Transportation Service Contract Extension—Tabled

Public Comments: None

FOIA Requests: The Board received a listing of the 2019-20 FOIA requests received to date.

2020 CCHSEA Teacher of the Year: The CCHS Education Association made a unique selection for Teacher of the Year in 2020: our Cafeteria Staff. These amazing professionals taught us all the meaning of dedication, hard work, and compassion during these challenging times, coming together to provide over a thousand meals a day for young people in our school district.  Their names are: Heather Hines, Aubrey Hines, Katie Behrens, Jerry Broski, Greg Donohue, Belinda Hickam, Robin Mayhugh, Jackie Acoustas and Renee Acoustas.

Payment of Bills: Motion by Swims, seconded by Flowers, to pay the remaining bills for the month of April 2020; and, those available for payment for the month of May 2020. Roll call: Flowers, Galan, Swims, Tsung, VanWinkle and Woodard. Nay, none. Motion carried.

Principal’s Report: Mr. Thomas updated the Board on the remote learning process, the responses received on the graduation activities and planned professional development for the summer.  Mr. Murphy commended Mr. Thomas for all the work did in preparing the graduation video.  Dr. Woodard thanked everyone on behalf of the Board for all of their efforts.

Superintendent’s Report: Mr. Murphy reported that the school will deliver meals through the end of July to families in the community, the Girls and Boys Club and some of the feeder schools. 

Mr. Murphy said he hoped to have a budget update at the June meeting depending on the level of funding by the state.

Mr. Murphy said that there has not been guidance yet from the state on opening school in August.  He said he hopes to have more information at the June meeting.

2020 BOE Student Artwork Purchase Award: Scott Golz was awarded the 2020 Board of Education Student Artwork Purchase Award.

2020-21 Employee Health, Dental and Vision Insurance Renewal: Motion by Swims, seconded by Flowers, to approve the 2020-21 employee health, dental and vision insurance premium renewals from Blue Cross/Blue Shield and Guardian as presented.  Roll call: Flowers, Galan, Swims, Tsung, VanWinkle and Woodard. Nay, none. Motion carried.

Permission to Bid 2020-21 Milk and Bread Products: Motion by Galan, seconded by VanWinkle, to bid milk and bread products for the 2020-21 school year. Roll call: Flowers, Galan, Swims, Tsung, VanWinkle and Woodard. Nay, none. Motion carried.

Approval of May 2020 CCHS Graduates: Motion by Flowers, seconded by Tsung, to approve the May 2020 CCHS Graduates as presented. Roll call: Flowers, Galan, Swims, Tsung, VanWinkle and Woodard. Nay, none. Motion carried.

Working Cash Abatement Authorization Resolution: Motion by Swims, seconded by Galan, to approve the Resolution to Abate $150,000.00 from the Working Cash Fund to the Education Fund as presented. Roll call: Flowers, Galan, Swims, Tsung, VanWinkle and Woodard. Nay, none. Motion carried.

Resolution to Permanently Transfer FY20 Interest Earned in Working Cash Fund to Education Fund: Motion by VanWinkle, seconded by Swims, to approve the Resolution to Permanently Transfer $9,000.00 from the Working Cash Fund to the Education Fund. Roll call: Flowers, Galan, Swims, Tsung, VanWinkle and Woodard. Nay, none. Motion carried.

2020-21 Draft Board of Education Regular Meeting Calendar: The Board received the draft 2020-21 Board of Education Regular Meeting Calendar for their review.  Adoption of the 2020-21 Board of Education Meeting Calendar will occur at the June 18, 2020 Board of Education meeting.

IASB PRESS Issue 103 Board Policy Manual Updates First Reading: The Board received IASB PRESS Issue 103 Board Policy Manual updates for first reading.  Board of Education approval of the updates will occur at the June 18, 2020 Board of Education meeting.

Executive Session: None

Retirements/Resignations: Motion by Flowers, seconded by Swims, to accept the following resignations/ retirements as presented:

a. Resignation of Tracy Hagston (Assistant Secretary to the CSBO/ District Cashier) effective May 15, 2020.

Roll call: Flowers, Galan, Swims, Tsung, VanWinkle and Woodard. Nay, none. Motion carried.

Employment of 2020-21 Licensed: Motion by VanWinkle, seconded by Swims, to employ the following Personnel 2020-21 licensed as presented:

a. School Counselor--Caitlin Klaybor, full-time School Counselor. Ms. Klaybor’s education and experience will place her at Line 10, Column MA/MS+24 on the Teacher Salary Schedule.        

Roll call: Flowers, Galan, Swims, Tsung, VanWinkle and Woodard. Nay, none. Motion carried.

Volunteers: None

June Board Meeting: The June Board meeting will be Thursday, June 18, 2020.
